afaik there are no qualifiers, the national wcg
licence-holder decides who to send (usually its
the first of the WCG quali)
dunno if its that way in every county, but guess

"Pingo" is a fake name created by an
Italian admin

Dunno why the holy crap do they do this,
anyway...SEC should know it.
